This is a Greek dish called pastitsio. I usually use ziti for macaroni, but
any kind of long pasta will do.

Pastitsio
2 lbs ground beef 1/2 c tomato sauce
1 tsp salt 1/2 c water
1/4 tsp pepper 1 lb macaroni
1 chopped onion 1/4 c butter
grated cheese
Add salt and pepper to ground beef. Fry until meat juices are absorbed.
Add onion and parsley and brown well. Add tomato sauce and water and simmer
until liquids are absorbed.
Grease large baking pan 11x14 with melted butter and sprinkle with cheese.
Combine macaroni with 1/4 c melted butter. Arrange half of macaroni in
pan, cover with meat and cover with remaining macaroni.
Crema (Bechamel):
1/2 c butter 4 c milk
8 tb flour 4-6 egg yolks
Melt butter, add flour and stir until lightly brown. Add milk gradually,
stirring constantly until slightly thickened. Slowly add beaten egg yolks
and cook over very low heat until thickened.
Spread over macaroni and sprinkle with cheese. Bake at 350 for 30
minutes.
